for the Second Regional Contest of Professional Practicing Designers and Companies in the Light Industry, "Fashion Sector"
1. General Provisions1.1. The Regional Contest for professional creative individuals and organizations of Omsk and the Omsk Region is aimed at:
- Improving professional activities in the development of the region's light industry, contributing to an increase in the quality of consumer services for the population of Omsk, the region, and the country as a whole.
- Activating the creative potential of specialists in the field of fashion design. − Increasing the recognition of existing brands and clothing manufacturers.
- Creating a favorable competitive environment for professionals and providing an opportunity for specialists to unite for the development of their joint activities.
1.2. The Founder and Organizer of the Contest is Anna Vladimirovna Denisenko, a member of the Union of Designers of Russia, Director of the "Anna Den" Territory of Fashion.
The co-founder is the Omsk Regional Branch of the Public Organization Union of Designers of Russia (OROOO "SDR"), represented by Natalia Ivanovna Yarokh, Chairman of the Board of OROOO "SDR", in partnership with the "IT Cluster of Siberia" association. The contest is held with the support of the Government of the Omsk Region, the City Administration, the Ministry of Culture, the Ministry of Industry, and the Ministry of Education of the Omsk Region.
1.3. The theme of the Contest is "Omsk - Youth Capital of Russia - 2025".
1.4. Dates and venue of the Contest.
The Second Regional Contest of Professional Practicing Designers and Companies in the Light Industry, "Fashion Sector," will be held from October 6, 2025, to October 9, 2025, as part of the First International SIBI Fashion Festival at the Regional Congress Hall, 25/2, 70 Let Oktyabrya St., Omsk.
1.5. Aims and Objectives of the Contest:
- To enhance the development of designers and clothing manufacturers at a professional, high-quality level.
- To assist in the recognition and popularization of Russian clothing brands.
- To increase public loyalty towards clothing from local manufacturers, boost demand for locally produced items, and develop demand for consumer services.
- To organize an informational and demonstrational exchange of experience and skills among specialists in the field of fashion design and production.
- To search for opportunities in the development of organizational structures for companies in the Russian fashion sphere.
2. Conditions of the Contest2.1. Participants of the Contest may be self-employed individuals, individual entrepreneurs, active companies, organizations, and manufacturers of clothing, footwear, and accessories. Participants must meet any of the following requirements:
- Have an education relevant to the contest's focus.
- Have an active consumer services business in clothing production.
- Have at least 5 years of work experience.
- Have a legally registered business: Individual Entrepreneurship (IP), self-employment, or a legal entity.
Submission Materials for the Contest:Theoretical Task:
- A profile with a completed participant application form describing the collection (Name of the new collection, style, description).
- Collection size - from 3 looks.
- Submission of collection sketches with fabric samples (by October 30, 2025).
- Visuals of the designs: Photos of the items on a mannequin or a model.
2.2. Original works and design solutions are accepted for the Contest. Works previously presented in any other contests are not eligible.
2.3. The Contest is held in 2 stages:
− Remote Round – based on submitted applications and accompanying documents in electronic format by September 15, 2025.
− In-person Round (qualifying tour, final tour) from October 7, 2025, with the final on October 7, 2025 - at the Regional Congress Hall, 25/2, 70 Let Oktyabrya St., Omsk.
2.4. The evaluation of contest entries will be conducted by a competent jury on October 7, 2025, and involves assigning a rating to participants on a point-based system (from 1 to 10 points) for each evaluation criterion: the participant's development concept, profile and collection passport (with sketch, description, and samples of the declared collection), and the quality of the presented products in accordance with the stated consumer appeal. The in-person demonstration tour (showcasing a collection of 3 to 5 looks on models with musical accompaniment conveying the atmosphere) is evaluated on the following criteria: consistency with the brand concept and the collection's demonstration idea, balance of items, harmony in the collection's color palette, integrity of the looks, and a consistent stylistic perception of the model as a whole.
2.5. The Contest is held in the following nominations:
- High Level of Garment Manufacturing Quality
- Unique Clothing Production Technology
- Original Stylistic Solution
- Harmony and Balance in Clothing
- High Level of Clothing Modeling
- Interesting Artistic Solutions of Color and Form in Product Design
- Exclusive Brand Charm
The contest organizer reserves the right to change the wording of the contest nominations and add new ones. Diplomas are awarded to all participants of the demonstration stage in accordance with the stated criteria, with a possible indication of the degree of the nomination awarded.
2.6. Technical Requirements for Contest Participants:
− The musical accompaniment for the contest show (collection) must be a high-quality audio track no longer than 5 minutes, in mp3 format only. The track must be brought to the rehearsal on a flash drive, with the file name formatted according to the sample: Ivanova Daria_collection name.
− A video background for the clothing show is selected by the participants at their discretion and is intended to complement the image of the items. The preferred format is mp4, horizontal video 1920x1080 or 1380x720 pixels. Any other video format must be agreed upon with the contest organizer in advance (no later than October 2, 2025). The finished video must be brought to the rehearsal on a flash drive, with the file name formatted according to the same sample as the audio file.
2.7. Contest Jury:
1) Natalia Ivanovna Yarokh. Member of the Council of Chairmen of the All-Russian organization "Union of Designers of Russia" (1993-2023), member of the Urban Planning Council of the Omsk Region (1998-2023), member of the Artistic Expert Council under the Mayor of Omsk (2005-2023), member of the Public Council for Culture under the Ministry of Culture of the Omsk Region (2004-2021), State Scholar of the Ministry of Culture of the RF, member of the Expert Council of the Eurasian Art Union and the Russian World Art Fund (2018-2023).
2) Natalia Tuzova. Deputy of the Legislative Assembly of the Omsk Region, Head of the Omsk regional branch of the All-Russian public organization Russian Red Cross.
3) Yulia Sergeevna Khailova. Member of the Union of Designers of Russia, professional specialist with a qualification in design, artist at the Youth Theater, teacher of landscape construction and interior design.
4) Invited competent guests of the contest.
2.8. Participants are provided with professional models and stylists to create looks if necessary.
3. Contest Procedure3.1. The first qualifying round from September 15–30, 2025 - a remote selection of contestants for participation in the regional final is conducted based on applications and photos submitted to the email
sectormody@mail.ru. Applications sent after September 15, 2025, will not be considered.
3.2. The items must be presented in the form they will be shown on the catwalk, including the selection of accessories, makeup, and hairstyle - from 3 to 5 high-quality photos from different angles.
3.3. The application form is in Appendix 1.
3.4. Participants who do not pass the first qualifying round are not admitted to further participation in the Contest.
Based on the submitted applications, the organizing committee and the jury reserve the right, with the participant's consent, to adjust the nomination and other conditions of participation in the "Fashion Sector" Contest final. The maximum number of participants in each nomination after the first qualifying round is 10. In individual cases, the organizing committee reserves the right to vary the number of participants in the nominations, both increasing and decreasing it.
3.5. All participants will receive a written notification by October 28, 2025, to the email address from which the application was sent, with the results of the first qualifying round and details for paying the participation fee.
3.6. The second and final round will take place on October 7, 2025, at 16:00 at the Regional Congress Hall, Kontinent Shopping Center, 25/2, 70 Let Oktyabrya St., Omsk.
The time and order of appearance will be assigned to participants individually. The jury evaluates the quality and technology of the contest items.
3.7. Participants from other regions have the opportunity to complete the in-person stage remotely by providing a video recording of their show when submitting their application. This must include a video and photos of the model catwalk with musical accompaniment, showing close-ups and details of the item's elements.
3.8. The final tour of the "Fashion Sector" regional contest for professionals, during which participants demonstrate their items on models on the event's catwalk, will take place on October 7, 2025, according to the contest plan.
3.9. Evaluation Criteria:
- Consistency of the items with the author's/authors' stated brand concept in terms of the stylistic composition of the looks.
- Expressiveness of the artistic images.
- Creativity.
- Conformity with current color palettes.
- Harmonious selection of materials and decorative accessories.
- Overall presentation of the models on the catwalk (musical accompaniment, show style, complete image and stylistic solution). Each criterion is evaluated on a 10-point scale.
4. AwardingAll Contest participants are awarded Diplomas for participation from the Omsk Regional Public Organization Union of Designers of Russia. In each nomination, holders of special titles with quality degrees of 3-5 stars are determined.
The prize-winners of the Contest are awarded corresponding Diplomas of professionalism. By the jury's decision, participants may be recommended for training and professional development at the center for professional skills development, receiving state-recognized diplomas. Also, based on the designer's professionalism, membership in the Union of Designers of Russia may be offered.
The jury reserves the right to:
- Not award a particular degree.
- Divide degrees.
- Establish special nominations. The jury's decision is final and not subject to appeal.
The jury's meeting protocol is published on the SIBI Festival website
sibifashion.ru and the Event's social media groups.
Additional Conditions Within the framework of the Contest, an Audience Choice Award is given through voting by event attendees and is announced during the Diploma presentation stage.
Financial Conditions Participation fees are required for the Contest final:
1. Individual participation in the Contest final in one nomination - 15,000 RUB.
2. Group participation / for organizations - 25,000 RUB.
Payment can be made in cash or by bank transfer based on an issued invoice and a public offer agreement. After confirmation of the second qualifying round, the participation fee must be paid within three working days, and a scanned copy (photo) of the payment receipt must be sent to sectormody@mail.ru with the subject "PAYMENT for [Participant's Full Name], nomination _________».
The participation fee is used by the Organizer for the following expenses: material and technical support of the Contest; the Contest's prize fund.
Expenses related to participation in the Contest final are covered by the sending party or the participants themselves.
In case of withdrawal from participation in the Contest final, the participation fee is non-refundable.
